How do I transfer a Toon Boom software to another computer?

It is possible to use your license on two computers, but not at the same time.

If you have only one license you have to return it every time you want to change computers and there is a limit of 5 returns/activations every 2 days.

In order to return the license, follow these steps on the computer you wish to return or deactivate:

Then your license will be free, meaning you won't be able to open the software on Computer A until you reactivate the license in it, and you can activate Computer B using the same license right away.
